MONTENEGRO GOVERNMENT in EXILE, 1916-1921, SHEET of 16, MNH
ABOUT THE STAMPS
This is an unissued sheet fragment (a block of 16) of Montenegrin stamps produced around 1916–1921 by the Montenegrin Government-in-Exile.
Here is a comprehensive breakdown of the historical context, design, and status of these pieces:
During World War I, the Kingdom of Montenegro was occupied by Austro-Hungarian forces in 1916. King Nikola I Petrovic-Njegoš and his government fled into exile, eventually setting up operations in France (Bordeaux and Neuilly-sur-Seine) and later maintaining a military and political presence in Gaeta, Italy.
Even after the end of the war in 1918—when Montenegro was forcibly integrated into the newly formed Kingdom of Serbs, Croats, and Slovenes (Yugoslavia)—the exiled royalist government continued to assert its sovereignty. To demonstrate legitimacy and raise funds, they commissioned multiple series of postage stamps while based in Italy
- The centre medallion features a classic left-facing profile portrait of King Nikola I wearing a laurel wreath.
- The Cyrillic text at the top reads “ПОШТЕ ЦР. ГОРЕ” (Pošte Cr. Gore), which stands for Post of Montenegro .
- The lower section explicitly denotes the denomination as 1 PARA (ПАРА 1 ПАРА). Para was the fractional currency of the Montenegrin Perper.
- The frame is printed in an olive-green shade with a dark grey/black central vignette.
In the stamp collecting community, these specific designs are generally classified as Cinderella stamps or unissued back-of-the-book items.
- While some overprinted versions from the Gaeta exile era saw very limited, brief fiscal or political use, this particular base design was never officially put into circulation for valid postal service.
- Because they were never used for real mail, remaining sheets were preserved intact. Large blocks and complete sheets with original gum (OG) like this one are relatively common on the philatelic market today and are heavily collected for their historical curiosity.
- Listed as an unissued essay/proof series.
- Michel notes that a definitive set featuring the left-facing portrait of King Nikola I (ranging from 1 Para to 50 Para) was printed but never formally put into postal use.
- If these stamps carry a black Cyrillic overprint that reads "СЛОБОДНА ЦРНА ГОРА"( Slobodna Crna Gora / "Free Montenegro"), Michel provides a more structured sub-listing.
- These overprints were produced in Gaeta, Italy, in 1921. While they are highly sought after by Balkan specialty collectors, Michel clarifies that were primarily sold to raise funds for the exiled royalists.
